So successful was the commercial insurance industry that by the 1950's, commercial plans had more members than Blue Cross and Blue Shield. In 1951, approximately 41.5 million people were enrolled in group or individual health insurance plans that were offered by the commercial health insurance, while only approximately 40.9 million were signed up for Blue Cross and Blue Shield plans (Health Insurance Institute 1965, Source Book, pg. 14).
