The political climate shifted and became more in favor of nationalized individual health insurance when the Democrats won the majority in Congress in 1964. This sea change helped Medicare to pass in 1965.

Part A represented that a mandatory hospital insurance plan be in effect upon reaching the age of 65. Part B offered supplemental medical insurance for physicians' services. Since then, Medicare has grown tremendously since then; serving 19.1 million people in 1966 to approximately 42 million today.
